  • Order goes into effect at 11:59pm Weds June 24.
  • While connecting flights are not mentioned, I believe the spirit of the ordinance is if you were “in the state” and have not simply connected. There will not be marshals awaiting flights.
  • Quarantine applies to a state wherein 10 out of every 100,000 people test positive on a rolling seven-day basis, OR
  • It also applies to a state where the state population positivity rate is 10 percent (seven-day rolling period).
  • Enforcement: It will be self-enforce, however penalties are applicable “if caught.”  In NY, for example, Cuomo said that someone who is caught violating the quarantine order could be “subject to a judicial order and mandatory quarantine.” A first violation could result in a $2,000 fine with a 2nd violation incurring a $5,000 fine – and up to $10,000 for someone who causes “harm.” (HT: NY Times) I take this to mean that if you wind up in a NY hospital you could be liable for $2,000 – $10,000 in damages.

New York, New Jersey and Connecticut Will Quarantine Visitors from High Risk States

Per Reuters, New York Governor Andrew Cuomo, New Jersey Governor Phil Murphy, and Connecticut Governor Ned Lamont will institute a mandatory 14 day quarantine on visitors from “high risk” coronavirus states.

Currently, those traveling in to NY/NJ/CT from Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Washington, Utah, and Texas will be subject to the quarantine.

It’s based on a rolling 7 day period average infection rate.

It’s not yet clear how the quarantine can or will be enforced.

In late March, both Florida and Texas had mandatory quarantines on visitors from the New York area, which now has the lowest transmission rate of anywhere in the country.
