
Hawaii has been, perhaps until New York’s quarantine rules, the strictest quarantine state in the United States.

Hawaii’s Quarantine Rules
Anyone flying into Hawaii must self-isolate for 14 days (or the duration of their trip if shorter). No leaving the hotel for walks on the beach. No leaving the hotel – period.
Violators are subject to $5,000 fine or a year in jail and most hotels are even issuing keys that can only be used once.
An interesting clause in the quarantine rules also state that car companies can’t provide car rental nor car sharing to those in quarantine, so I confess I don’t even know how one gets to their hotel from the airport…
Hawaii will Allow Negative Test Proof to Skip Quarantine
This was planned to start in August, giving hope to vacationers that a summer Hawaii trip was in the cards. You would need to get a valid COVID-19 Nucleic Acid Amplification Test (NAAT) within 72 hours of boarding your flight to Hawaii (and show proof at the airport on arrival.
However, Hawaii has decided to postpone this option. The main reasons are a) a shortage of tests with <72 hour turnaround time, b) a surge of cases in California, one of the largest markets for tourism to Hawaii, and c) Hawaii’s assumption that they will have an uptick of their own when schools restart on August 4th – in person.
